MOSCOW, October 2 – Novosti. A draft federal constitutional law on the admission of the DPR to the Russian Federation has been submitted to the State Duma, the document is available in the Duma database.
The admission of a foreign state to Russia should be formalized by a vote of the State Duma and the Federation Council on the relevant constitutional law and international treaty, as well as the conclusion of the Constitutional Court of the Russian Federation on the compliance of the treaty with the fundamental law, Alexander Bashkin, a member of the Federation Council committee on constitutional legislation, told Novosti earlier.
This requires, among other things, the adoption by the State Duma of a law on the admission of a new subject to the Russian Federation, he said.
As Bashkin explained, the entry of a new entity occurs on the basis of an international agreement on admission to the Russian Federation, concluded by the two parties. At the same time, the proposal to enter Russia should be initiated by the foreign state itself.
