
MOSCOW, October 2 – Novosti. President Vladimir Putin submitted to the State Duma draft constitutional laws on the annexation of the DPR, LPR, Kherson and Zaporozhye regions to Russia, the press service of the Duma Committee on State Construction and Legislation told Novosti.
“Four draft federal constitutional laws on the entry of the Donetsk and Luhansk People’s Republics, Zaporozhye and Kherson regions into the Russian Federation have been submitted to the State Duma by the President of the Russian Federation,” the release says.
According to State Duma speaker Vyacheslav Volodin, the lower house will consider the bills on Monday, October 3. The Federation Council may hold a meeting the next day.
Pavel Krasheninnikov, head of the State Duma Committee on State Construction and Legislation, noted that authorities in the new subjects of the federation will be formed by June 1, 2023. Citizens are guaranteed that documents on education, work experience, the right to a pension, social and medical assistance issued by the LPR, DPR and Ukraine will be recognized in Russia. The currency in the new territory will be the ruble. The armed forces of these regions are proposed to be included in the Russian Armed Forces.
From September 23 to 27, referendums were held in the DPR, LPR, Kherson and Zaporozhye regions, in which the vast majority of those who voted were in favor of joining Russia. On September 30, Putin and the heads of regions signed agreements on the inclusion of new territories into Russia.
After that, the documents were sent to the Constitutional Court for verification, and today the court found them in line with the Basic Law.
The DPR, LPR, Kherson and Zaporozhye regions will become part of Russia under the same names. The leaders of the people’s republics will be called heads, and the leaders of regions – governors. All citizens of Ukraine and stateless persons living in the new territories will be recognized as citizens of Russia. They are guaranteed the right to preserve and study their native language.
