
St. Petersburg, October 2 – Novosti. The Donetsk and Lugansk People’s Republics, as well as the Zaporozhye and Kherson regions within the Russian Federation, have the right to resolve the issue of exempting from liability those of their citizens who, after signing the relevant international treaties, cannot leave the Ukrainian troops without risk to their lives, follows from the text of the decisions of the Constitutional Court (CC ) Russia.
The Constitutional Court (CC) of Russia recognized the treaties on the admission of the Donetsk and Lugansk People’s Republics, as well as the Zaporozhye and Kherson regions, to the Constitution of the Russian Federation.
“In particular, the change in accordance with the Treaty under consideration of the legal status of the Donetsk People’s Republic implies the possibility of resolving the issue of exemption from liability of those of its inhabitants who, being called up (mobilized) for military service in the armed forces of Ukraine , cannot leave this service without risk to their lives, if they did not commit crimes during this service,” the resolution on the constitutionality of the treaty on the admission of the DPR to Russia reads.
Similar provisions are contained in the decisions of the Constitutional Court on the LPR, as well as the Kherson and Zaporozhye regions .
