MOSCOW, October 2 – Novosti. A draft federal constitutional law on the admission of the Zaporozhye region to the Russian Federation and the formation of a new subject within Russia has been submitted to the State Duma, the document is available in the Duma database.
The admission of a foreign state to Russia should be formalized by a vote of the State Duma and the Federation Council on the relevant constitutional law and international treaty, as well as the conclusion of the Constitutional Court of the Russian Federation on the compliance of the treaty with the fundamental law, Alexander Bashkin , a member of the Federation Council committee on constitutional legislation, told Novosti earlier .
This requires, among other things, the adoption by the State Duma of a law on the admission of a new subject to the Russian Federation, he said.
As Bashkin explained, the entry of a new entity occurs on the basis of an international agreement on admission to the Russian Federation, concluded by the two parties. At the same time, the proposal to enter Russia should be initiated by the foreign state itself.
The President of the Russian Federation, after receiving this proposal, notifies the Federation Council, the State Duma, the government about it and, if necessary, conducts appropriate consultations with them, after signing the international treaty, the President of the Russian Federation applies to the Constitutional Court with a request to verify the compliance of the international treaty on the admission of a new subject, simultaneously with the international treaty a draft federal constitutional law on the admission of a new subject to the Russian Federation is being submitted to parliament, the parliamentarian said.
