
MOSCOW, October 2 – Novosti. The agreements on the entry of the Donetsk and Luhansk people’s republics, Kherson and Zaporozhye regions into Russia have been submitted for ratification to the State Duma, follows from the chamber’s database.
“Yes, they did, our committee will consider them (tomorrow. – Approx. ed.),” Viktor Vodolatsky, First Deputy Chairman of the CIS Affairs Committee, told Novosti.
On September 30, President Vladimir Putin and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the inclusion of new territories into Russia. After that, the documents were sent to the Constitutional Court for verification, and today it recognized them as consistent with the Basic Law.
According to the decision of the CC:
- —DPR, LPR, Kherson and Zaporozhye regions are considered to be accepted into Russia from the date of signing the agreements (September 30);
- —the transitional period for the integration of new regions into the economic, financial, credit and legal systems of Russia, as well as into the system of public authorities, is set until January 1, 2026;
- —new regions will retain their names – Donetsk People’s Republic, Lugansk People’s Republic, Kherson and Zaporozhye regions;
- —The leaders of the DPR and LPR will become heads of the republics, Kherson and Zaporozhye regions – governors;
- —the president, within ten days from the date of acceptance of new regions into the country, will appoint their interim leaders;
- —citizens of Ukraine and stateless persons residing in new territories on the day of admission to Russia are recognized as citizens of the Russian Federation;
- —Russian will be the state language of the LPR and DPR;
- —Russia guarantees all the peoples of the LPR, DPR, Kherson and Zaporozhye regions the right to preserve and study their native language.
Now treaties are subject to ratification by the State Duma and obligatory consideration in the Federation Council . The session of the lower house is scheduled for Monday, October 3, the upper house may consider the laws the next day.
