
MOSCOW, October 9 – Novosti. All students in universities and technical schools with state accreditation can receive a deferment from mobilization, said Tatyana Moskalkova, Commissioner for Human Rights in Russia.
“Presidential Decree No. 712 of October 5, 22 put an end to this issue. Now everyone who studies at universities and technical schools with state accreditation can get a deferment,” Moskalkova wrote in her Telegram channel.
She said that she sent a letter to the Ministry of Science and Higher Education with a request to consider the possibility of expanding the category of persons who are granted a deferment from military service for mobilization so that students do not interrupt the process.
“We study all our lives, but it is in the youthful years that education plays a key role in arranging the future. Qualified personnel are needed at all times,” Moskalkova stressed.
Partial mobilization has been going on in Russia since September 21, according to a presidential decree. According to Defense Minister Sergei Shoigu , it is needed to control the front line of 1,000 kilometers and the liberated territories in Ukraine . A total of 300 thousand people will be called up – that is, approximately one in 80 who are in the reserve and mobilization reserve, and first of all those who already have combat experience. As noted on the government portal “Explaining.RF”, privates and reserve sergeants under the age of 50, junior officers under 60, seniors up to 65 are subject to conscription, however, those who, respectively, are under 35, 50 and 55 years.
On Thursday, Russian President Vladimir Putin signed a decree on deferrals from conscription for mobilization. According to the changes in the first paragraph of the relevant decree, a deferment from conscription to the mobilization service is granted to those who receive education of the appropriate level for the first time in full-time and part-time (evening) forms of education. There is also the right to deferral in educational and scientific organizations for state-accredited educational programs of secondary and higher professional education, including residency and assistantship programs, and internships.
In particular, the deferment is granted to students in educational and scientific organizations under the programs for training scientific and scientific-pedagogical personnel in graduate school, including organizations located on the territories of innovative scientific and technological centers, as well as spiritual educational organizations. In addition, the deferment from conscription for mobilization is valid “in theological educational organizations for educational programs aimed at training ministers and religious personnel of religious organizations, educational programs of secondary vocational and higher education.”
