
MOSCOW, October 5 – Novosti. Russian President Vladimir Putin announced that he had signed documents on a deferment from mobilization for those who study in the evening, graduate students and residents.
“Today I have already issued a decree, it has already been signed, where these same adjustments are made, including on the issues that you have just raised,” he said at a meeting with the laureates and finalists of the all-Russian competition “Teacher of the Year”.
“This decree comes into force from the day it is signed. That is, today. I already signed it two hours ago,” Putin said at a meeting with laureates and finalists of the All-Russian competition “Teacher of the Year.”
He added that the decree applies to legal relations that arose from December 21, 2022 – “from the moment the first decree on this matter was issued.”
Putin clarified that a deferment from conscription to the mobilization service is provided for the first time receiving education of the appropriate level in full-time and part-time (evening) forms of education. There is also the right to deferral in educational and scientific organizations for state-accredited educational programs of secondary and higher professional education, including residency and assistantship programs, internships.
Also, students in educational and scientific organizations under the programs of training scientific and scientific-pedagogical personnel in graduate school, including organizations located on the territories of innovative scientific and technological centers, as well as religious educational organizations, can receive a deferment.
