Russia approves state guarantees of free medical care for 2023

MOSCOW, December 31 – Novosti. Prime Minister of the Russian Federation Mikhail Mishustin approved the Program of State Guarantees of Free Provision of Medical Care to Citizens for 2023 and for the planning period of 2024 and 2025, the corresponding resolution was published on the official Internet portal of legal information.
“In order to ensure the constitutional rights of citizens of the Russian Federation to free medical care, the Government of the Russian Federation decides to approve the attached Program of State Guarantees of Free Medical Care for Citizens for 2023 and for the planning period of 2024 and 2025,” the document says.
The Ministry of Health of the RRF was instructed to submit to the Cabinet in accordance with the established procedure by July 1, 2023 a report on the implementation of the Program of State Guarantees of Free Medical Assistance to Citizens for 2022 and for the planning period of 2023 and 2024; until October 15, 2023 – a draft program of state guarantees for the free provision of medical care to citizens for 2024 and for the planning period of 2025 and 2026.
At the end of September, a draft program was presented, the explanatory note to it specified that the program for 2023 retained the average standards for the volume of emergency medical care at the level of 2022.
The program also provides for a 16% increase in the standard for the volume of medical care in the Oncology profile, while the cost of a case of treatment in this profile in day hospitals decreased by 2.4% compared to the average cost in 2022. According to the document, the average volume standard for IVF is also increasing by 18.5% compared to 2022.
